Is this a good buy for a PC from Dell?

It is a Dell Optiplex Tower PC Pentium 4, comes with a P4 processor, 512 MB RAM, 40 GB hard drive and DVD-ROM. In Windows XP Pro-CoA. It seems like a tower of truth, because we can have up to 2 optical drives. It has a secure compartment for up to 3 hard drives. Here, 4-height standard PCI and one AGP 8X slot, especially for 3-D games and professional work graphs. Most of what you just said I do not understand.
